Matt Chastain, PWS 

Mr. Chastain has 17 years of professional biological experience and currently serves as a Principal/Owner of COMPASS along with his business partner, Andrew Boswell. As a Senior Project Manager at BIO-WEST, Inc., Mr. Chastain oversaw the purchase of the BIO-WEST Rosenberg office in January 2023. He currently manages the Coastal Resources Division located in Rosenberg, Texas. Mr. Chastain has successfully completed hundreds of environmental projects along the entire Gulf of Mexico coast from Texas to Florida, including freshwater, near coastal, and estuarine ecosystem and hydrographic survey projects. His environmental project experience extends from numerous lakes and river systems to almost every major bay system in Texas and Louisiana.  

Mr. Chastain’s project experience includes environmental compliance with federal and state regulatory agencies and conducting scientific studies to provide a better understanding of ecological interactions and functions. He is responsible for biological sampling, ecological modeling, sediment and water quality monitoring, and data collection. Specifically, Mr. Chastain has conducted and overseen numerous large-scale side-scan sonar studies to image, delineate, and evaluate subsurface structures and benthic communities. Nearly all of these projects required high-quality georeferenced side-scan sonar imaging and/or bathymetrical data acquisition. 

Andy Boswell

Mr. Boswell is a regulatory specialist providing strategic permitting and compliance services related to federal, state, and local environmental regulations. He works closely with clients and regulators to identify, evaluate, and document biologically sound, practical, and legally compliant permitting and compliance strategies.  After obtaining his Bachelor’s and Master’s degrees in Entomology from Texas A&M University he has continued his passion for the outdoors by working as an environmental consultant.  He began his environmental career with the Ducks Unlimited Texas Regional Office working with both public and private landowners in efforts to restore degraded wetland habitat on their property.  

Mr. Boswell has 15 years of professional scientific experience. Mr. Boswell has focused his career on resolving complex wetland permitting challenges and he has managed and obtained over 50 Section 404 and Section 10 regulatory permits along the Texas gulf coast alone.  In addition to working with the Galveston USACE, Mr. Boswell has similarly worked and collaborated with individuals from USFWS, EPA, NOAA, NMFS, TPWD, GLO, and TCEQ as well as other USACE Districts on various projects including Habitat Conservation Plans, Incidental Take Permits, Habitat Management Plans, Baseline Biological Inventories, and Mitigation Banking Instruments. In addition, he routinely supervises projects requiring a broad range of other environmental due diligence investigations involving waters of the U.S., hazardous materials, and other critical environmental features.
